Kim O’Connor is a civil engineer with extensive management experience, having progressed through to senior management positions after commencing his professional career in municipal infrastructure engineering and operations 28 years ago. Kim has a strong technical background and diverse Local Government management experience across Operations, Engineering Services, Building & Assets, Environment and Infrastructure Services and Waste Management. With substantial experience in civil works, construction materials, equipment supply, local government and significant operational service contracts, Kim has an understanding of issues affecting Local Government infrastructure and the need to be creative, innovative and embrace technology while effectively facilitating outcomes to suit both council and the community. Kim’s current role as Manager Infrastructure Services at Yarra Ranges Council provides leadership and guidance across the Infrastructure Services’ group including the design, development, delivery and maintenance of civil infrastructure. The four teams Kim manages include: · Infrastructure Strategy & Investigations – traffic, transport and drainage engineering. · Infrastructure Delivery –survey, design and construction of civil infrastructure projects (new and renewal works) and major Road Capital Works · Infrastructure Maintenance – responsible for maintenance of civil infrastructure across the municipality and Council’s road resurfacing program. · Roads for the Community –The unprecedented construction program will see $200M of civil works delivered within the next 10 years. Constructing and sealing over 540 gravel roads and associated drainage works under provisions of Federal Funding and Local Government Act Special Charge Schemes process. Kim’s management strengths include his people skills and a growth mindset to help develop career pathways for an extensive breadth of people. His leadership style and genuine approach builds high morale to empower others to make decisions and take ownership of projects. Kim has a keen interest in developing others within Local Government’s engineering and municipal works.
